Ex-mayor of Texas border town dies of cancer

HOUSTON (AP) ? The former three-term mayor of the Texas border town Eagle Pass has died of cancer.

The Yeager Barrera Mortuary in Eagle Pass said Chad Foster died Saturday in a Houston hospital. The mortuary is responsible for his funeral.

Foster was re-elected to a third term in office in May 2008. He also served as chairman of the Texas Border Coalition, a group that focuses on economic and development issues of towns along the Texas-Mexico border.

Eagle Pass' current mayor and chairman of the Texas Border Coalition Ramsey Cantu said in a statement that the region had lost a "devoted friend and public servant."

Foster is survived by a son and a daughter. The mortuary could not immediately confirm Foster's age or provide details on funeral arrangements.

Troubled California nuke plant maps comeback

LOS ANGELES (AP) ? The operator of California's troubled San Onofre nuclear power plant estimates that the damaged twin reactors could be running by the end of the year.

Documents obtained by The Associated Press on Monday show Southern California Edison notified the Public Utilities Commission last week that the Unit 2 reactor could possibly be back in service by Nov. 18, and its sister Unit 3 by Dec. 31.

An Edison spokeswoman says the dates submitted to state power managers for planning could be changed.

The plant has been sidelined since January after a tube break in a steam generator released traces of radiation.

The dates do not represent a formal request to restart either reactor, which must be submitted to the Nuclear Regulatory Commission.

Edison says safety is its first concern.

Carr, Ching lift Dynamo in win at Toronto

TORONTO (AP) -Calen Carr and Brian Ching both scored as the Houston Dynamo beat Toronto FC 2-0 Saturday for their fourth straight victory.

The Dynamo (10-5-7) moved to second place in the Eastern Conference and extended their unbeaten streak to 5-0-2, having allowed just one goal in their last seven matches.

"We really took advantage of our chances," Houston's Brad Davis said. "Guys were willing to get behind the ball and get on the attack today and it worked out for us."

Carr put the Dynamo on the scoreboard in the 45th minute. Davis sent in a corner kick that Houston defender Bobby Boswell deflected to a wide-open Carr, who headed it in from the right side of the six-yard box for his third goal of the season.

"A terrible goal to concede, especially at that time," Toronto coach Paul Mariner said. "That's when you should be on your mettle. The last kick of the half, you have to be resolute. Takes the wind out of us a little bit."

Houston widened its advantage in the 86th when Davis set up Ching with a beautiful touch pass and the Dynamo captain put it past Toronto goalkeeper Milos Kocic with ease.

"Brian came on today and battled unbelievably hard, did a great job and got himself a goal," Davis said. "We've been a tough team to break down lately."

Toronto (5-12-4) snapped a three-game winning streak.

Both Houston goals came on defensive gaffes as Toronto played sluggishly after more than a week off since its last MLS game.

"The fight wasn't there, we made it too easy for Houston," Toronto forward Ryan Johnson said. "They were beating us on second balls and there wasn't enough effort on our end. If we don't bring it against Houston, you're not going to beat them."

Toronto came out sluggish in the second half until the 54th minute when Quincy Amarikwa battled for position with the ball in the six-yard box, but was taken down hard by two defenders. The newly-acquired forward pleaded to the refs but to no avail.

Houston continued to maintain possession as midfielder Boniek Garcia fired in a left-footed shot in the 57th that went just wide to the left.

The Dynamo slowed down the pace to protect their lead, though Toronto had a chance to tie it in the 73rd when midfielder Luis Silva put a deflected header just over the crossbar.

In-utero exposure to relatively high magnetic field levels was associated with a 69 percent increased risk of being obese or overweight during childhood compared to lower in-utero magnetic field levels, according to a Kaiser Permanente study that appears in the current online version of Nature's Scientific Reports.

Researchers conducted the prospective cohort study, in which participating women in Kaiser Permanente's Northern California region carried a meter measuring magnetic field levels during pregnancy and 733 of their children were followed up to 13 years, to collect clinically recorded information on growth patterns. On average, 33 weight measurements per child were collected.

Researchers noted a dose response relationship with increasing in-utero magnetic field levels being associated with further increased risk of obesity or being overweight. The observed association and supporting evidence provide the first epidemiologic findings that link increasing exposure to environmental magnetic fields, especially in-utero exposure, over the last few decades with the rapid rise in childhood obesity during the corresponding decades, according to the authors.

"Pregnancy is a critical developmental stage that is among the most vulnerable periods to environmental exposures," said De-Kun Li, MD, PhD, a perinatal epidemiologist with the Kaiser Permanente Northern California Division of Research in Oakland, Calif., and the lead author of the study. "These findings indicate that electromagnetic fields, from microwave ovens to countless wireless devices, may be contributing to childhood obesity risk. This finding could have implications for possibly reducing childhood obesity and better understanding the obesity epidemic. Like any scientific discoveries, the results need to be replicated by other studies."

After controlling for a child's age at each weight measurement, child gender, maternal age at delivery, pre-pregnancy BMI, race, education level, smoking during pregnancy and breastfeeding, researchers reported a 50 percent increase of participants being obese or overweight for medium in?utero levels (1.5-2.5 mG), and an 84 percent increased risk for high in-utero levels (>2.5mG). An mG, or milligauss, represents a unit of magnetic field level or strength as measured using a gaussmeter.

This study follows previous work from Dr. Li (and others) that showed electromagnetic fields may impact pregnancy outcomes and childhood diseases including asthma. Higher EMF levels have also been associated with diabetes in humans, being overweight and high glucose levels in animals, and ADHD in mice offspring, explained Dr. Li.

In the current study, among those children with longer follow-up time (to the end of the study), the observed association was stronger (2.35 times the risk of childhood obesity/overweight for in-utero MF level > 1.5 mG vs. ? 1.5 mG). Similarly, if the study only considered those who were persistently obese/overweight through childhood during the follow-up, the association was also much stronger (almost 5 fold increased risk of obesity/overweight for in-utero MF level > 1.5 mG vs.

"EMF exposure during pregnancy could impact the fetal development, including endocrine and metabolic systems, predisposing offspring to higher risk of obesity," Dr. Li said. He added that environmental impacts tend to be amplified during fetal development both in terms of affecting multiple organ systems and having long-lasting changes to physiology, such as to the endocrine systems and hormone receptors.

Researchers examined maternal factors, prenatal factors, childhood factors, outcome measures, and other factors that could be confounders. Among 18 factors examined, only family income and childhood habits of eating fruits and vegetables varied among the three maternal MF exposure groups. However, there was not consistent pattern of MF exposure with family income: women with either low or high family income had lower MF exposure level than women with medium family income. Children eating more fruits and vegetables tended to have a mother who had higher MF exposure during pregnancy. There was no difference among the three MF exposure groups in the average number of weight measurements per child. The proportion of children who remained in the Kaiser Permanente Northern California integrated care delivery system at the end of the study (11 years and older) was almost identical in all three groups. None of the 18 factors examined could explain the observed association.

"Expectant mothers should take this new research into account, but they should not panic," said Ruth Shaber, MD, medical director of the Center for Healthcare Delivery at the Kaiser Permanente Care Management Institute. "We still have a lot more to learn about the impact of the environment on pregnancy and young children."

Germany welcomes ECB promise to secure euro

BERLIN (AP) ? Germany's finance minister on Friday welcomed a pledge by the European Central Bank's president to do what is needed to save the euro, though he also stressed that politicians must themselves act to resolve countries' problems.

Mario Draghi said Thursday the ECB would "do whatever it takes to preserve the euro." His comments raised expectations he could step in to lower high borrowing costs for countries like Spain and Italy ? possibly by buying government bonds.

The ECB has bought bonds to fight the crisis over the past two years, but has kept the program on pause for months. The bond purchases were not popular in Germany, which feared the ECB was taking on excessive risk and claimed governments should bear the responsibility of restoring confidence in their economies by reducing public debt.

A ministry statement Friday said Finance Minister Wolfgang Schaeuble welcomes Draghi's pledge to "take the necessary measures to secure the euro in the framework of the existing ECB mandate."

"The condition for this is that policymakers also take and implement the necessary measures to deal with the financial and confidence crisis," it added. "In the first place stand the reform efforts of the countries themselves."

The statement went on to list efforts that Spain and Italy have embarked on to get their budgets in order and embark on structural reforms, and said that programs launched by Portugal and Ireland in exchange for bailouts "are on the right track." It didn't mention Greece.

The Finance Ministry did not say anything about what measures the ECB might take.

Chick-fil-A Doesn't Belong In Politics ? CBS Boston

The Right Politics

Politics is becoming a part of everyday life in the United States, even for those people who claim they don?t like politics or won?t allow politics to be discussed at their dinner table. Unfortunately for those persons, politics are infiltrating most every part of America?s fabric ? most recently the huge portion of the fabric that includes American businesses.

Most recently, a business that has entrenched itself in politics is the Chick-fil-A restaurant chain due to the personal opinion given by its president, Dan Cathy. Since last week when Cathy said he supports traditional marriage and no other form of marriage, the loud protests and soft acceptances of his comments have gone viral ? and more. After Twitter, Facebook, and other forms of social media had their initial say, the politicizing of the poultry restaurant business began ? literally.

After Cathy was trounced for giving his opinion on the controversial subject, former Arkansas Governor Mike Huckabee was quick to add his approval of the fast food chain?s assertion that the Biblical form of marriage was just. Huckabee has even called upon supporters of what Cathy opined to participate in an ?Appreciation Day? on August 1st. How well that call for patronizing Chick-fil-A goes is yet to be seen.

On the other end of the political spectrum, there are politicians like Chicago Alderman Joe Moreno who are extremely opposed to the message delivered via Cathy?s outspokenness. The Chicago politician is now blocking the opening of a Chick-fil-A restaurant in his Northwest Side community. In Chicago, aldermen have what is referred to as ?alderman?s privilege? which gives Moreno the power to block the business from proceeding.

The area of Chicago of which Moreno is alderman ? the 1st Ward which includes the Logan Square neighborhood ? is becoming more and more contemporary with its recent developments and would have welcomed a Chick-fil-A with open arms and pocketbooks before now. At this point, however, Cathy and his Chick-fil-A can forget it.

While some have asked Alderman Moreno about freedom of speech, the alderman simply responds that zoning is not a right ? and that is where Moreno?s ?alderman?s privilege? and authority have come into play.

Chicago Mayor Rahm Emanuel has appropriately joined Moreno?s move to block the restaurant in Chicago by saying that having that restaurant ? particularly in Moreno?s ward where many gays, lesbians, and trans-genders are in residence ? wouldn?t be a successful business for the city because people simply aren?t going to go there now. Emanuel added that he wouldn?t want the business in Chicago because Chicago is open to all its neighbors ? and such prejudice against some of the city?s citizens is not wanted in Chicago.

Though I rarely agree with Emanuel, I must admit that this time he is right on the mark.

Surprisingly, Chick-fil-A was founded in another populous American city, Atlanta. Where does an otherwise successful business person from a big American city get the idea that he can blast the GLAAD community ? or any segment of society ? and still have a profitable business at the end of the day?

Chick-fil-A now claims via Facebook that the restaurant treats every patron with ?honor, dignity and respect ? regardless of their belief, race, creed, sexual orientation or gender?. This contradictory statement from the restaurant chain is obviously not going to carry much weight with those it has offended and those who totally disapprove of a business giving their opinion on same-sex marriage at all.

First of all, what was Dan Cathy thinking when he thought that anyone gives a damn about what he thinks about same-sex marriage? Second of all, did he forget he heads a company that could lose many customers ? possibly his entire business ? when he made his ?blurt-ation?? Did he actually believe that spewing his controversial belief on an otherwise social, political, and religious issue wasn?t going to have a negative effect on his business? Did he feel he had some moral or religious need to give his opinion?

Whatever Cathy?s reasoning, he has a lot to learn about the separation of his business and the unnecessary preaching of his morality. Unfortunately for his business and the many people who depend on him for a financial livelihood, he is most likely learning his lesson too late.

In case that your AXL credential test failing in VNQM add call manager wizard, you need to be sure that you can use AXL via SOAP from the VNQM web console.

After clicking ?Next?, a new screen appears asking what needs to be monitored for the Call Manager node. The Call Manager node can be added with or without CDR/CMR polling.

If you can?t add a node that is supposed to be a call manager then you have probably SNMP service turned off on Call Manager. Take a look on the following screen which shows you how to find if SNMP is turned ON.

6 Dangerous Reasons People Do Not Set Goals and Never ...

Goal-setting is the framework for personal achievement. It is the backbone of becoming a person you desire to be. Setting and achieving personal goals will guarantee you success. Most people who do set goals have little to no understanding of goal-setting and as a result fail to achieve them and never succeed. You would think that if goal-setting was the ultimate skill and secret to success that everyone would develop their own personal goals and learn to achieve them. Unfortunately, the world is not that perfect. There are six dangerous reasons people do not set and achieve their goals which act like a road block to their success.

The first reason I believe why people do not set goals is they do not see its importance. Like people who do not develop their communication and other aspects of themselves, they do not see the importance of setting goals. I have met people who are unbelievably resistant to developing their communication. They have actually found it insulting to think they need to improve how they communicate! Every single person on the face of this Earth can always communicate more effectively and have their life improve as a result. Likewise, with goals there are people who do not see the importance of setting personal goals. Goal-setting forms the foundations for personal achievement and it is of the utmost importance.

The second reason why people do not set goals is a fear of others caused from criticism. People criticize because they see faults in others or are brainwashed by society and other beliefs into thinking greatness cannot be achieved. They criticize to hold people back from achieving goals. Average people do not want others to go beyond average. A person can fear setting goals because each time they have set goals in the past, others have criticized and shot down their dreams. Others impose their own self-limiting beliefs through criticism instilling fear within the person. To bluntly solve this, screw what people think. Screw allowing people to destroy your life with their beliefs. Society is filled with endless garbage to prevent you from achieving your goals. If you want something, go and get it by setting and achieving personal goals.

The third reason why people do not set goals is a fear of failure. They can think success is derived from not failing. The opposite is true. Success comes from failing a lot and failing fast. Famous inventor Thomas Edison said, ?I haven?t failed. I?ve just found 10,000 ways that won?t work.? Being an inventor, Edison understood that failure was apart of success. Failure was the nuts and bolts that constructed his success. Understand that failure occurs and it shows you are taking action. Learn from failure and enjoy knowing you are moving towards your goals instead of fearing to set out after them in the first place.

The fourth reason why people do not set goals is a fear success. People who fear success believe it is bad. The fear is common in wealth and wanting an attractive partner because negative results will occur. They believe wealth is evil or a certain type of partner is unfaithful. The fear prevents them achieving what they want by not laying the foundations of their desire with goal-setting.

The fifth reason why people do not set goals is they do not know how. This reason relates to fear of failure where the person has set goals in the past, but has not achieved them and becomes discouraged from the failure. These people become disheartened from the failure and think failure is imminent. They do not learn from past mistakes and move towards personal growth. There are techniques such as setting SMART achievable goals which I have written about but are not covered in this article. Using SMART goals enables you to set and achieve goals then merely wishing a result based on temporary motivation too common around the new years period.

The sixth reason why people do not set goals is they lack the inner desire to want something greater than what they currently have. For them, the ordinary or even sub-ordinary is sufficient. These people do not believe they can reach or deserve success because society has conditioned them into thinking they are ordinary people and therefore must do ordinary things. It can also be caused by failure, criticism, and other reasons as to why people do not set goals.

Did you find yourself relating to one of these six dangerous reasons people do not set goals and as a result never succeed? Do not fret too much because you are now more self-aware and able to doing something about. All that is required for you to do is learn how to set achievable goals. I personally advise people how to set SMART, achievable goals technique because its congruency with successful goal-setting is spot on. You set specific, measurable, attainable, realistic, and tangible goals leading to your success. Master this skill and you will have the most powerful personal development technique in your grasp to achieve success.

(AP) ? A civilian employee set a fire that caused $400 million in damage to a nuclear-powered submarine because he had anxiety and wanted to get out of work early, Navy investigators said in a complaint filed Monday.

Casey James Fury, 24, of Portsmouth, N.H., faces up to life in prison if convicted of two counts of arson in the fire aboard the USS Miami attack submarine while it was in dry dock May 23 and a second blaze outside the sub on June 16.

Fury was taking medications for anxiety and depression and told investigators he set the fires so he could get out of work, according a seven-page affidavit filed Monday in U.S. District Court in Portland.

If convicted of either charge, Fury could face life imprisonment and a fine of up to $250,000 and be ordered to pay restitution, officials said. His federal public defender, David Beneman, declined to comment. A court appearance was set for Monday afternoon.

The Miami was in dry dock at Portsmouth Naval Shipyard in Kittery, Maine, for an overhaul when the fire damaged the torpedo room and command area inside the forward compartment. It took more than 12 hours to extinguish.

A second fire was reported June 16 on the dry dock cradle on which the Miami rests, but there was no damage and no injuries.

Fury, who was working on the sub as a painter and sandblaster, initially denied starting the fires but eventually acknowledged his involvement, the affidavit states.

He admitted setting the May 23 fire, which caused an estimated $400 million in damage, while taking a lie-detector test and being told by the examiner he wasn't being truthful.

Fury told Timothy Bailey, an agent for the Naval Criminal Investigative Service, that "his anxiety started getting really bad," so he grabbed his cigarettes and a lighter, walked up to a bunk room and set fire to some rags on the top bunk.

The Navy originally said the fire started when an industrial vacuum cleaner sucked up a heat source that ignited debris inside.

Fury said he set the second fire after getting anxious over a text-message exchange with an ex-girlfriend about a man she had started seeing, according to the affidavit. He wanted to leave work early, so he took some alcohol wipes and set them on fire outside the submarine.

Fury said he initially lied about setting the fires "because he was scared and because everything was blurry to him and his memory was impacted due to his anxiety and the medication he was taking at the time," according to the affidavit.

Fury told NCIS agent Jeremy Gauthier that he was taking three medications for anxiety, depression and sleep, and a fourth for allergies. He checked himself into an in-patient mental health facility on June 21 and checked himself out two days later, the affidavit reads.

(AP) ? The mass shooting at a Colorado movie theater rattled the nerves of some other moviegoers with opening weekend tickets for the new Batman film and led some cinema chains to add more guards. Experts say it's unlikely, though, that venues will implement even stricter security measures because it would significantly alter the experience of going to a film, concert or game.

The early Friday rampage in Aurora, Colo., at a midnight screening of the new Batman movie, "The Dark Knight Rises," left 12 people dead and dozens wounded. Authorities say the gunman apparently slipped out through an emergency exit to arm himself, then re-entered that way and opened fire on the startled audience.

The attack had a chilling effect on some ticketholders who had been eagerly awaiting what had been billed as the summer's hottest movie.

"I'm just going to keep my eyes and ears open for anything strange," 27-year-old Charlotte Kimbrell, of Belleville, Ill., said before a screening of "Dark Knight" at a theater in nearby O'Fallon. "I'll probably be sitting all the way in back today, away from the exit doors."

It was in the back of some baseball fans' minds Friday, as well.

"I think paranoia takes over after something like that and something like today, but I think for the most part, all they can do is check your bags and hope that you're not crazy," said David Karney, of Quincy, Mich., who watched the Detroit Tigers host the Chicago White Sox. "At the end of the day, if you're crazy and want to do something, you're going to do it."

The angst is understandable after the attack, which was one of the deadliest mass shootings in recent U.S. history. But security experts say changes made at ballparks, theaters and concert venues after the Sept. 11, 2001, terrorist attacks have gone a long way toward making them safer.

"The problem is security is never 100 percent," said Richard Sem, a longtime security management executive from Wisconsin who is now a consultant. "We look at what's reasonable, practical. You don't necessarily need Fort Knox to go to a Sunday afternoon baseball game."

A decade after the terrorist attacks, at ballparks and concerts, bag checks are now common when entering a venue. Sometimes, there are metal detector wand scans at sporting events. Some movie theaters already have random bag checks. But experts say that it can be a difficult choice to decide where to install additional extra measures, and note that it's no guarantee a patron will be safer with them in place.

"Are we going to put in security that might not work at every movie theater, at every mall?" asked Derek Catsam, a history professor at the University of Texas of the Permian who studies and writes about stadium security issues. "Think of all the places you go during the day where you stand in line or are stuck in crowds. This could happen at any of those places."

At Busch Stadium in St. Louis, where the Cardinals were hosting the rival Chicago Cubs for three sold-out weekend games, security officials were on alert Friday.

"We're concerned, we're certainly saddened and we'll be extra vigilant in our regular security," said Joe Abernathy, vice president of stadium operations.

Abernathy said there were no major security changes planned because the team feels it's already doing everything it can to keep fans safe. Police officers man stadium entrances, and there are nearly 150 security cameras at the ballpark. All bags are checked at the entrance. And costumes, in which someone might hide a weapon, aren't allowed, not even masks.

Fans have generally embraced the changes. Butch Cox, a fan at Friday's Cardinals-Cubs game, said, "If they wanted to strip search me, I could care less. If it's for the better, I'm all for it."

Richard Ballentine, of Valrico, Fla., who watched the Tampa Bay Rays host the Seattle Mariners on Friday, said he was worried that the Colorado attack would lead to airport-style metal detectors at movie theaters and stadiums.

"I'm actually of the opinion that most of those checks are a waste of time. They're reactive instead of being proactive," Ballentine said. "... The truth is terrorists will look at the things that we're doing to try to provide security and they'll look for other places that are weak spots, and they'll just adapt."

Brian McCarthy, of the National Football League, said security procedures are under constant review and are sometimes adjusted.

Last season, the league provided handheld metal detectors to its 32 teams ? part of a massive security effort at NFL games and one fans don't seem to mind because they're less intrusive than pat-downs, said Bob Calderon, who oversees public safety at the Edward Jones Dome in St. Louis.

"They'd rather be safe than sorry," he said. "We try to reach a happy medium."

Officials at St. Louis-based Wehrenberg Theatres Inc. met before dawn Friday to consider what to do after the shooting. The chain manages 15 cinemas in Missouri, Illinois, Minnesota and Iowa. But they noted that security measures were already in place. Wehrenberg's vice president of marketing, Kelly Hoskins, said the chain already uses off-duty uniformed and civilian-dressed police and does random checks of handbags for movie-goers.

"Sometimes you don't want it to feel like a police state," Hoskins said. "You don't want to increase security to an uncomfortable level."

A US Agriculture Department specialist has confirmed the discovery of the pests that officials say don't pose a threat to trees, despite their name ? but do tend to enter houses and buildings in huge swarms.

The Idaho Department of Agriculture issued a statement Wednesday warning that the bugs recently found in Ada and Canyon counties can prove to be a "significant nuisance" for homeowners. Elm seed bugs invade homes during the summer to escape heat, and then stick around through the winter, the department said.

The quarter-inch pests, which feed on elm tree seeds and resemble tiny, brown cockroaches with triangular back markings, do not pose a public health risk, officials said. But the bugs can have an unpleasant odor, "especially when crushed," said Pamela Juker, a spokeswoman for the Idaho Agriculture Department.

Federal authorities will take the lead role in investigating how the insects got to the U.S. and how they might spread.

"I would image they will be able to give us some indication of the possibilities," Juker said.

The USDA's Animal and Plant Health Inspection Service is expected to recommend ways to manage the pests.

Meanwhile, state officials are asking residents who come across the elm seed bugs outside of southwestern Idaho to collect a handful of the insects in a plastic sandwich bag and mail them to the Idaho Department of Agriculture's plant division in Boise.

The agency also is encouraging homeowners who encounter the pests to contact their local university extension office for information on how to deal with them.

"What we're trying to do at this point," Juker said, "is kind of track the bug in Idaho."

Analysis: Hollande jobs plan aims at stability, not recovery

PARIS (Reuters) - President Francois Hollande's plan for tens of thousands of state subsidized jobs will not fix France's stagnant economy but it may be enough to keep angry unions and jobless youths off the streets as layoffs mount after the summer.

Two months into his presidency, Hollande faces a gathering storm as unemployment climbs past 10 percent and threatens to jump even higher this autumn.

Worsening prospects for many jobless youths have fed frustration in the poor suburbs that ring major French cities, which saw riots in 2005. France's militant unions, alarmed by mounting factory closures, are bristling for a fight.

"My hypothesis is that after holidays there will be social upheaval because people will no longer be able to express their frustration by voting," said Dominique Reynie, head of political think tank Fondapol.

"Everything Francois Hollande has done until now has been to prepare the French for a shock in the autumn."

Hollande's strategy borrows heavily from his political mentor, former Socialist premier Lionel Jospin, whose mass youth employment scheme in 1997 is often credited for sparking one of the longest periods of job creation in postwar France.

But economists say what worked for Jospin - who enjoyed robust economic growth and virtually no spending limits during his five-year term - is unlikely to yield the same result in 2012 for Hollande, who has neither luxury.

Anaemic growth and strict budgetary constraints have squeezed the funds Hollande can pour into job subsidies and public sector hiring, limiting the impact of his plan to a shallow and short-lived rise in employment.

Hollande's jobs strategy appears geared to serve another, more political, purpose: soothing anger among workers and jobless youths.

"It's the easiest solution," said Philippe Askenazy, an economist at the CNRS research institute. "It will not change France's economic situation, but it does have an immediate soothing effect on society.

"Faced with a weak economic situation, we are choosing a social policy to avoid instability."

GATHERING STORM

As Hollande rounded out a first month in office in June, unemployment hit a 13-year high, with nearly a quarter of youths aged 18-25 out of work.

In a report this week, research body Coe-Rexecode wrote that the employment situation would likely worsen this year and that businesses' expectations for hiring had "brutally fallen".

Elected on a "jobs first" platform, Hollande campaigned on a promise for state-backed measures to boost employment and raise domestic demand.

His campaign literature called for the creation of 150,000 public sector youth jobs, 80,000 additional subsidized jobs, 60,000 teaching posts, as well as a so-called "generation contract" to encourage companies to hire younger workers.

The cost of such plans, spread over a five-year term, is more than 11 billion euros, according to estimates by the Institut de l'Entreprise business group. Hollande's camp says the expense will be recouped by rolling back Sarkozy-era tax breaks.

Meanwhile, job losses are mounting.

Unions have warned that many struggling firms, which postponed restructuring decisions until after parliamentary elections in June, are poised to unleash a wave of more than 75,000 redundancies. Some 8,000 layoffs announced by carmaker Peugeot last week were just the beginning, they say.

And if Hollande's administration gives with one hand, it may be about to take away with another.

Mass layoffs at Peugeot are piling pressure on the government to cut social welfare levies as a way of easing labor costs and making French industry more competitive.

With his government struggling to find 33 billion euros ($40 billion) in deficit cuts for next year, Hollande cannot afford the billions of euros in subsidies and cheap loans thrown at the auto sector by the previous government to stave off jobs cuts after a worldwide economic slump in 2008-2009.

For Hollande, the context is the opposite of what Jospin faced in 1997, when he embarked on a five-year program that created 300,000 jobs and reduced unemployment.

While Jospin enjoyed the budgetary freedom to expand his program almost at will, Hollande cannot afford to bolster a scheme which economists warn is already too small to have knock-on effects on the broader labor market.

"These are costly measures whose real impact on the economy and the employment situation will be, at best, marginal," said Denis Ferrand, head of economic forecasting at liberal think-tank Coe-Rexecode.

For many private sector employers, the answer to France's job woes is clear: push through painful reforms of the labor market to ease hiring and firing, reduce social charges on employment and make French firms more competitive.

In an acknowledgment of private sector arguments, Hollande opened a two-day summit between unions and the government earlier this month with a speech that pointed to "structural rigidities" as a weak point of the French economy.

But union warnings of impending mass layoffs cast a pall over the conference, relegating discussion of labor reform to later meetings, which prompted an angry outburst by the head of the MEDEF employers chamber, Laurence Parisot.

Labor Minister Michel Sapin made it clear that, while the government would push through parliamentary approval of the youth jobs scheme by October, discussion of cutting labor costs would be pushed back until 2013.

"It is a shame to delay these measures by another year when we have already diagnosed the decline in our competitiveness," said Coe-Rexecode's Ferrand. "We have called for a competitiveness shock. We need it as soon as possible."

You know you?ve really established a social presence when the customer service issues start rolling in. In the early days, complaints and questions can be managed as they come to you, but as volumes grow, it?s time to get systematic. It?s essential for a business to avoid the snowball effect ? when one complaint leads to more consumers joining in and the problem spiralling out of control. By getting involved and addressing issues, a business has the opportunity to avoid customer backlash and still maintain an exceptional level of customer service. The solution for avoiding a social crisis is to deliver responses with consistency, quality and speed. Sounds obvious I know, but what do these really mean when it comes to scalable social service?

Consistency

If a business is going to answer one customer service issue through social media, it must ultimately answer them all, if social media is to become a credible service route. Giving some customers preferential treatment will have a serious effect on customer satisfaction. Most companies aren?t trying to ignore their customers, but it gets complicated with greater volumes of communication, as real issues get lost in the shuffle. And customers won?t take it quietly, but just complain further if someone else is seen to skip the queue.?The right software can help to identify new customer messages to prevent you from searching for them, and organize your team?s workflow to make sure time isn?t wasted giving attention to the same message multiple times.

Quality

As soon as a customer contacts a company for support through social media, it?s important for that customer to know that someone on the other side is listening, and ready to help. Research shows that 65% of customers want a company representative to address their needs the first time that they reach out. And addressing a customer?s needs doesn?t mean referring them to another channel. If a customer chose to start the conversation on Twitter, then it should continue there and be resolved there. Provide your front-line team with enough information and enough autonomy to take the customer?s issue a step further in their first reply.

Speed

The longer that a complaint is left unanswered, the more people will see it, pushing you ever closer to the risk of a snowball. Social media is a very fast-paced platform with higher customer expectations. In fact, 81% of Twitter customers say that they want a response to their tweets in the same day, and 22% expect one within 2 hours. With such a high demand, social customer service teams need to be trained properly so that they can meet these expectations. Speedy responses are of course the final hurdle - but given the fast-moving nature of platforms like Twitter, these will have to be much more ambitious than those for traditional channels.

The accessibility of social media provides an easy route for two-way communication between businesses and consumers. But due to its fast pace, customer expectations on social media are even higher than they are on other platforms. In order to deliver a great customer experience, social customer service teams must aim to respond to their customers with consistency, quality and speed.
