When it comes to the poaching of endangered species, elephants, tigers and rhinos tend to be in the limelight. But a new report sets out to plug the information gap on a different species that is imperiled by a tide of demand related to rising affluence in Asia: leopards.

In India alone, an average of at least four leopards have been poached each week over the last 10 years, according to Traffic, an organization that monitors the trade in endangered wildlife around the globe and issued the report. That?s more than 2,000 in one decade.

The estimate is based on a review of seizures of spotted leopard skins and other body parts. While most of the items seized were skins, other body parts, particularly bones, are prescribed as substitutes for tiger parts in traditional Asian medicine, Traffic said.

?Even though reports of illegal trade in leopard body parts are disturbingly frequent, the level of threat to leopards in the country has previously been unrecognized and has fallen into our collective ?blind spot?,? said Rashid Raza, the lead author of the report, which was released on Friday in New Delhi.

There are no reliable estimates of how many leopards exist in India. The animals are notoriously wary of humans and are spread out over large areas, so tracking their numbers is difficult.

Yet the International Union for the Conservation of Nature, which categorizes leopards as ?near threatened? on its so-called red list of species, says that leopard populations have become extinct in some parts of the world and dwindled to tiny numbers in others. Although they dwell widely in the forests of the Indian subcontinent, Southeast Asia and China, they are ?becoming increasingly rare outside protected areas,? the organization says.

Divyabhanusinh Chavda, president of the World Wildlife Fund?s India chapter, said that concerted national action was needed. ?Without an effective strategy to assess and tackle the threats posed by illegal trade, the danger is that leopard numbers may decline rapidly, as happened previously to the tiger,? he said.

Government estimates put the number of tigers in India at little more than 1,700.

Two-hour power blackout halts Azeri capital

BAKU (Reuters) - Lightning caused a fire at a power station in Azerbaijan on Friday, blacking out the capital Baku and other parts of the ex-Soviet republic and halting oil refineries, officials said.

Outages left Baku without power for two hours and delayed the opening of the Caspian Sea coast city's subway system, prompting commuters to pack buses in a chaotic rush hour.

Production at offshore oil wells was not affected because they have their own power sources but refineries stopped operations for two hours, a spokesman for state oil company SOCAR said.

Azerbaijan is host to oil companies including Chevron, ExxonMobil and BP, which leads a consortium operating offshore oil and gas fields.

The Emergencies Ministry said the fire broke out shortly before 7 a.m. (10 p.m. EDT on Thursday) at the Mingechevir station, which supplies power to about a third of the country of 9.5 million in the South Caucasus.

A reserve line was switched on, restoring power to Baku and Mingechevir in western Azerbaijan, where the power station is located.

Helping the police to catch criminals using facial composites - News ...

Speaker: Dr Charlie Frowd, Senior Lecturer, School of Psychology, University of Central Lancashire

Witnesses to and victims of crime carry out a number of tasks to help bring a criminal to justice. They may describe the criminal's appearance, attempt to pick out the person from an identity parade (line-up) or build a visual likeness of the face. The focus of this talk will be on the last of these tasks, the construction of a facial composite (eg E-FIT or Photofit). The presentation will describe the traditional techniques used to construct a face ? by selection of hair, eyes, nose, mouth and so forth ? along with research which suggests that this approach is not effective at identifying the person in question. It will then outline some of the innovative techniques that have been developed and tested in the laboratory to improve composite quality, some of which are now in police use. These techniques include a new interview for witness and victims, an animated procedure for presenting composite to the public (on BBC CrimeWatch for example) and a new system called EvoFIT that allows a composite to be 'evolved' by the repeated selection and breeding of faces. The research suggests that it is now possible for a witness or a victim to produce an identifiable image of a criminal?s face.

Charlie Frowd has degrees in electronic engineering, psychology and linguistics, and neural computation from the Universities of Middlesex, Bangor and Stirling. His primary research area involves improving the quality of facial composites. These are pictures of suspects to crime, which are often seen in the newspapers and on TV crime programmes, and are used mainly by the police to identify criminals.? With colleagues at the University of Stirling he has been developing a new facial composite system called EvoFIT, which is based on a holistic face coding scheme and an evolutionary interface. In recent experiments, EvoFIT has outperformed other current composite systems (in the most recent realistic study, EvoFIT reached a level of naming roughly twenty times that of a traditional 'feature' type of composite system). Dr Frowd is a member of several prominent learned societies, and is a Chartered Psychologist, Chartered Scientist and Associate Fellow of the British Psychological Society.

Poll: Small businesses, manufacturers have bleak outlook on US economy

A poll released this week by the National Association of Manufacturers and the National Federation of Independent Business (NFIB) shows that a majority of small business owners and manufacturers think the U.S. business environment is getting progressively worse.

The national survey, conducted between Aug. 13 and Sept. 4, interviewed 800 small business owners and manufacturers and found that 69 percent of them think President Barack Obama?s policies have hurt American businesses and manufacturers, and 55 percent would not start a business today given the current environment.

?That?s something I think for us is not only alarming but really disappointing, because these are the risk takers in the economy,? NFIB vice president of public policy Brad Close told The Daily Caller. ?I think that?s a red flag and it should be very troubling to folks, that entrepreneurs are saying they would not do what they did 10, 15, 20 years ago today if they had the choice.?

The survey showed that small business owners and manufacturers think federal regulations, taxes, government spending and the costs of health insurance and energy are the main causes of slow economic growth.

?What we?re up against is a tremendous amount of regulations,? Gordon Hunt, president and chief marketing officer of Illuminating Technologies, told TheDC. ?We don?t want airplanes falling out of the sky, but we probably don?t need to know what size the cup can be that you serve Coke to us in the plane.?

Hunt said his company has covered 100 percent of their employees? health insurance since the day they started, but they may not be able to continue doing that in the face of Obamacare.

?We?re really doing everything we can to keep [our employees] covered, but if our competition decides they?re better off paying a small penalty versus a higher cost of insurance for their employees, they?re going to have a competitive advantage over us,? Hunt said.

Rose Corona, owner of Big Horse Feed and Corona Ranch & Land Company, said the amount of regulation can be overwhelming and difficult, making it harder for her to focus on her business.

Corona, like Hunt, has had to make some tough management decisions in the face of the economic downturn.

?The killer for me is when I have to cut hours and maybe let somebody go. That?s a hard, hard decision,? Corona said. ?I?ve gotten to having a lot more discussions with my staff ? [about if] they are willing to take a little bit less hours, each one of them, so somebody can still stay on staff.?

?I think that small business is the answer to a lot of our economic problems, but we need to be left alone to do what we do best,? Corona said. ?Government needs to get the heck out of our way ? and give us the freedom to be able to create those jobs and those opportunities so we can get this country back on its feet.?

Royal Bank of Scotland has priced and placed ?290m of the outstanding ?463m Project Isobel debt this afternoon in the first European securitisation of a loan secured by a commercial property loan portfolio in almost six years.

RBS has securitised the outstanding balance of the original ?553m four-year loan extended to the special purpose vehicle which owns the underlying 37 commercial property balance sheet loans, which remains owned 75% by RBS and 25% by Blackstone.

The three-class Isobel Finance transaction comprises:

• Class As: AAAs ? ?230m, with a weighted-average life of 1.48 years, paying a coupon of 255 basis points over three-month LIBOR;
• Class Bs: AAs ? ?60m, with a weighted-average life of 1.79 years, paying a coupon of 425bps over three-month LIBOR;
• Class Cs: BBB+ ? ?173m, with a weighted-average life of 1.88 years, paying a coupon of 450bps over three-month LIBOR.

Standard & Poor?s was the sole rating agency, while RBS acted as sole bookrunner and lead arranger.

The legal final maturity of Isobel Finance is 17 October 2038, an estimated six year tail-period following the longest of the underlying Project Isobel?s 25-year dated interest rate swaps.

RBS placed all the AAAs and AAs and, except for the 5% retention requirements under European Commission?s Capital Requirements Directive (CRD) regulations, with a small number of traditional CMBS bond buyers, dubbed ?real money investors?.

Separately, RBS today has listed ?340.9m in junior notes on the Channel Islands this afternoon, which is essentially RBS and Blackstone?s joint equity holding in the form of tradeable junior notes.

This puts Blackstone?s original equity at ?85.225m, while RBS? equity was ?255.675m.

In addition to the ?553m four-year senior loan, priced at 450 bps over three-month LIBOR with a one-year extension option, puts the original discount agreed for the Project Isobel loan portfolio at 34.3%, based on a price of ?893.9m against a nominal of ?1.36bn, according to CoStar News calculations.

The original LTV of RBS? loan-on-loan financing was 61.8%.

Together with the unplaced ?173m BBB+-rated class Cs, RBS has now structured the entire equity and debt capital stack providing the bank with flexibility to trade either the unmarketed bonds or divest some of its 75% equity stake.

RBS has no current plans to sell either but considers these options to be strategically useful for the remaining working out of the underlying loan and real estate portfolio.

Prior to the final closing of Project Isobel with Blackstone in December last year, RBS decided not to take-up third party financing because the bank believed that the 550 basis points margins quoted?was disproportionately high pricing for such an ultimately fast-amortising loan.

Lloyds Banking Group?s projects Royal and Harrogate, traded to Lone Star and Oaktree Capital Management respectively, are both financed by short-term loans priced around 600 bps over three-month LIBOR. ?Oaktree?s JPMorgan loan for Harrogate is thought to be less than 18 months.

The ?553m provided in stapled financing was priced at around 100 bps lower by RBS than could be achieved externally, with this lower cost of capital enabling superior returns to both itself and Blackstone.

It remains to be seen whether RBS? successful placing of ?290m worth of bonds secured by the Project Isobel sub and non-performing loan portfolio encourages a wider adoption of NPL securitisations in Europe, given an apparent trade-off between the lower cost of capital achieved with the time taken to close the partial capital markets exit.

The last securitisation of an NPL was Bluebonnet Finance in December 2006, which was of a ?2.8bn portfolio of former Hypo Real Estate German commercial and multifamily loans bought buy Lone Star?s Fund V in November 2004 with acquisition finance from Citigroup.

Tutor Perini wins Washington Monument repair contract

WASHINGTON (Reuters) - Builder Tutor Perini Corp has won a $9.6 million contract to repair earthquake damage to the Washington Monument, the National Park Service said on Wednesday.

The award of the contract to Perini Management Services Inc, a Tutor Perini unit, allows repair work on the Washington landmark to begin, the agency said in a statement.

Repairs are expected to take 12 to 18 months to complete. Scaffolding will sheathe the 555-foot-high (169.2-meter-high) structure during the work.

The marble and granite monument to George Washington, the first U.S. president, was widely damaged by a 5.8 magnitude earthquake on August 23, 2011.

The structure sustained cracks and loosened pieces of stone and lost mortar when it was shaken. The monument has been closed since the quake.

Repairs have been completed on the monument's elevator, which was severely damaged, the statement said.

Congress has appropriated $7.5 million for the work. The amount was matched by David Rubenstein, the billionaire co-founder of Washington's Carlyle Group, a private equity firm.

The rest of the $15 million will go toward a completed damage assessment, construction management, a contingency fund and overhead, among other things, the statement said.

Google+ reports 100 million active monthly users

Google says its one-year-old social network?now has more than 100 million monthly active users, but if you think you remember hearing a higher number recently, you're right.

The search giant said at its Google I/O developers conference in June that it had 150 million users who sign on once or more a month.

Vic Gundotra, Google's senior vice president, engineering, said on his own Google+ page Monday that "I?m happy to report that we have just crossed 100,000,000 monthly active users on Google+ (plus.google.com?and mobile app)."

Gundotra prefaced that stat by saying that this week the company "hit an important milestone ? over 400,000,000 people have upgraded to Google+. It was only a year ago that we opened public sign-up, and we couldn?t have imagined that so many people would join in just 12 months."

All well and good, but what accounts for the discrepancy in the monthly active user figures?

A Google spokesman told NBC News it's not that the company has changed its numbers. Rather, he said, there are two different ways monthly active users are measured.?

Google+ has 100 million monthly active users when Google+ itself is measured as a?destination on the Web or mobile?by users.

But, when Google+ is viewed as?a "social layer" ??which some say it should be described as, versus a social network?? it has 150 million monthly active users. What's a social layer? It might include those who used?Google+ circles or Android users "who plus oned an app," Gundotra said in explaining the difference.

In other words, the Google spokesman told NBC News, "You're engaging with a feature of Google+, as a G+?user, but not necessarily in plug.google.com," the Google+ site.

Numbers game? Perhaps. Still, Google+ faces a battle in a crowded social media world. As one fan, Kyle Beatty, noted in comments under Gundotra's posting, "400,000,000 people and only two of my friends are using it?...?sparingly. I love the platform, but I can't get any of my family and friends to use it. Any suggestions??"
